Governor Pamela Baricuatro of Cebu has mandated stricter management protocols for dog pounds across all local government units (LGUs) in the province. This decisive move, which also strengthens rabies prevention and expands protection for endangered marine species, was formalized through Executive Order (EO) 59.
New Council to Enforce Humane Standards
Based on documents obtained by SunStar Cebu on Monday, December 22, 2025, the order was actually signed earlier, on October 8, 2025, at the Capitol. The EO establishes the Provincial Animal Welfare Council (PAWC), a body empowered to monitor and inspect government-run impounding facilities. The PAWC will enforce humane standards in dog pounds, which have long faced complaints regarding overcrowding, neglect, and lack of veterinary care.
Under the new directive, every LGU in Cebu must now adhere to minimum standards for the proper treatment, care, and shelter of animals in their custody. To ensure compliance, the Provincial Veterinary Office (PVO), together with the PAWC, is tasked with conducting regular inspections and requiring quarterly reports from cities and municipalities.
Rabies Control and Long-Term Population Management
The executive order aggressively tackles the ongoing threat of rabies. It mandates the PVO and local veterinary offices to conduct annual mass rabies vaccination campaigns. This action comes as Cebu continues to record rabies cases, often traced to unvaccinated, stray dogs.
For long-term population control, the order pushes for the institutionalization of spay and neuter programs. Furthermore, to address the growing number of abandoned and impounded animals, the provincial government is now authorized to establish and maintain animal and dog sanctuaries. These facilities will serve as shelters, rehabilitation centers, and adoption channels for rescued animals. Funding can also be used for food, medicine, vaccines, and rescue operation equipment.
Expanded Mandate to Protect Marine Wildlife
Beyond land animals, the conservation mandate in Cebu has been significantly broadened. The PAWC is also tasked with coordinating rescue operations and conservation programs for marine wildlife. This includes protecting vulnerable species like thresher sharks and marine mammals in partnership with the DENR, BFAR, and the Philippine Coast Guard.
Governor Baricuatro will chair the newly formed PAWC, with the Provincial Veterinary Office serving as vice chair. This comprehensive order marks a significant step toward systematic animal welfare and conservation efforts in the province.
