The National Bureau of Investigation (NBI) 7 has arrested an American national for alleged violations of child abuse laws. The operation was based on a tip from the TIP Helpline of the Department of Social Welfare and Development (DSWD) Field Office in Region 7, which reported a foreigner accompanying minors.
Arrest and Discovery
NBI operatives apprehended the suspect inside his condominium unit in Cebu City, where he was found with two boys aged 10 and 15. Investigation confirmed that the foreigner is not related to the children.
Alleged Modus Operandi
According to the children's statements, the American offered them money—between PHP 1,000 and PHP 1,500—to bathe with him. NBI 7 stated, "They will take a bath together with the American... taking a bath together means totally naked for the kids."
Charges Filed
The suspect faces charges under Sections 6 and 10(b) of Republic Act 7610, the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. The law penalizes acts where an adult, who is not a relative or acquaintance, is alone with a child in a house, inn, hotel, pension house, apartment, or similar establishment, including vehicles. It also covers using minors for adult-oriented services and promising money in exchange for such acts, which can result in imprisonment and fines.
Current Status
The American is currently detained at the NBI 7 facility, while the victims are under the care and assessment of the DSWD.
