While the nation commemorates the Edsa People Power Revolution this week, Cebu City marks its own significant milestone: the Charter Day Anniversary. Signed into law by President Manuel Quezon in 1936 through Commonwealth Act 58, the city was officially chartered on February 24, 1937. Since that historic date, Cebu City has annually paid tribute to its founding fathers, celebrating the rich heritage and progress that define the Queen City of the South.
A Tradition of Recognition
Since 1994, Cebu City has established a cherished tradition of honoring outstanding individuals and institutions. The process begins with nominations from private citizens, followed by rigorous vetting by the City’s Cultural and Historical Affairs Commission and the City Council. Final approval rests with the mayor, ensuring that only the most deserving contributions are recognized. This year’s awardees exemplify excellence across diverse fields, from sports to culture, education, and beyond.
Celebrating Living Legends
Leading the list of outstanding individual awardees is Elreen Ann Ando, a weightlifter who has risen from grassroots beginnings to become a two-time Olympian and multi-medalist in international competitions. Her achievements inspire young Cebuanos to pursue athletic excellence on the global stage, showcasing the city’s potential in sports.
Another honoree is Nilo Ferrarer Rusiana, an organist and soloist at the Basilica Minore del Santo Niño. With nearly 30 years of devoted music ministry, Rusiana has left a lasting spiritual and cultural legacy in Cebu City. Even in retirement, he continues to serve the faithful, embodying the spirit of selfless dedication.
Posthumous Tributes to Visionaries
The awards also pay tribute to four outstanding Cebuanos posthumously, recognizing their enduring impact. Max Sherwin Templado Limpag, a journalist, is honored for his work in heritage and environmental advocacy, which has influenced public policy and environmental consciousness in Cebu and the Visayas region.
Errol Marabiles, a performing artist known as “Budoy,” is celebrated for his contributions to Cebu’s cultural heritage, music, and community advocacy. He popularized Cebuano reggae and used art to inspire social change, leaving a vibrant legacy.
Rosario Chua is recognized for her transformative efforts in literacy and education, notably converting the Cebu City Public Library into the country’s first 24/7 public library under former mayor Tomas Osmeña’s administration.
Dr. Rosa Carmen Tenazas, the Philippines’ first female archaeologist, is awarded for her vital contributions to the study and preservation of the nation’s archaeological heritage, particularly in Cebu City, enhancing public understanding of Philippine prehistory.
Institutional Excellence
This year’s outstanding institutions include Roble Shipping, the Municipality of Haarlemmermeer in the Netherlands, CITE Technical Institute, and the Mayari Animal Rescue Organization. These entities have demonstrated significant contributions to Cebu City’s development and community welfare.
A Call for Continued Civic Engagement
Awarding these individuals and organizations serves to inspire Cebuanos to emulate their deeds, but the impact need not end there. As a recipient of the outstanding individual award in 2017, I propose that all awardees form a civic group to undertake at least one project annually, to be completed and reported every February 24. Projects could focus on areas such as the environment, public health, tourism, local art, philanthropy, or other worthwhile causes benefiting the city and its residents.
With the collective talents and resources of living awardees since 1994, this initiative could address specific needs each year, transforming Charter Day from a mere celebration into a catalyst for tangible progress. Instead of simply honoring the past, Cebu City would have a completed citizen-led project to anticipate annually, demonstrating that the Queen City continues to develop, grow, and evolve with each passing year.
