Belgium Expands Development and Investment in Cebu, Prioritizing Water Security and Infrastructure
Belgium is significantly increasing its development and investment engagement in Cebu, with a strategic focus on water security, academic collaboration, and maritime infrastructure. This initiative is part of a broader effort to deepen ties between Belgium and the Philippines, as highlighted by Belgian Ambassador to the Philippines Vladislava Iordanova.
Water Security and Academic Partnerships Take Center Stage
A key pillar of Belgium's engagement in Cebu is water management, addressing critical challenges such as water access and sustainable urban development. Ambassador Iordanova emphasized the importance of collaboration with local stakeholders, including Cebu Governor Pamela Baricuatro and Cebu City Mayor Nestor Archival. "We are aligned on how important water security and potable water are, especially in the context of urban development," she stated.
To underscore this commitment, Iordanova inaugurated the "2gether4water" photo exhibit on March 17, 2026, at Atua Midtown Cebu. This one-day event, held ahead of World Water Day, showcased concrete field actions and scientific collaborations aimed at achieving Sustainable Development Goal 6, which ensures access to safe water and sanitation for all. The exhibition brought together local stakeholders, researchers, and partners to discuss water challenges and solutions in the Philippines.
Additionally, the Belgian government is supporting joint initiatives between Belgian universities and the University of San Carlos to enhance local expertise in groundwater management. These efforts include research on aquifers, saltwater intrusion, and sustainable extraction, with a program designed to train Filipino PhD students and researchers to develop "tailor-made solutions" for Cebu's water issues.
Complementing these academic efforts, Belgium is collaborating with international non-government organizations on water access projects. These initiatives focus on delivering infrastructure to underserved communities and promoting wastewater recycling and circular water systems. "These are two important tracks — bringing water where there is no access, and studying long-term water sources," Iordanova explained.
Cebu as a Strategic Hub for International Cooperation
Belgium views Cebu as a strategic hub for fostering international partnerships, particularly in convening stakeholders across government, academia, and industry. The ambassador highlighted ongoing efforts to bring together European and Filipino partners under "Team Europe" to share best practices and expand technical cooperation. Plans include returning to Cebu later this year for follow-up discussions and a potential water summit, reinforcing the 80-year diplomatic relations between Belgium and the Philippines in 2026.
Maritime and Port Development Opportunities Explored
Beyond water security, Belgium is exploring opportunities in Cebu's maritime sector. A delegation from the Port of Antwerp-Bruges, Europe's second-largest port, visited the Philippines to assess potential partnerships in port infrastructure development, training, and advisory services. This aligns with the Philippines' goal to modernize its logistics and shipping capabilities. "We see strong potential for collaboration in port infrastructure," Iordanova noted, identifying Cebu as a key area of interest.
Cultural and Trade Exchanges Strengthen Bilateral Ties
Belgium is also promoting cultural and trade exchanges, introducing Belgian products like chocolates and beers while exploring export opportunities for Philippine goods. Iordanova pointed out that ube, a purple yam popular in Filipino cuisine, is gaining traction in Belgium, indicating potential for expanded agricultural and food trade. "We want to bring more Belgian products here, but also help bring Filipino products like ube to Belgium," she said.
Sustained Engagement and Long-Term Commitment
The Belgian embassy plans to continue its engagements in Cebu, including participation in upcoming events such as Belgian Days and future sectoral discussions. Iordanova emphasized that these initiatives reflect a long-term commitment to partnership. "This is not just a one-time event. We are building on this partnership, and we want to continue working together," she affirmed, underscoring Belgium's dedication to fostering sustainable development in the region.
