Cebu Unveils Traffic Management Strategies for Upcoming ASEAN Summit

In a significant move to ensure smooth operations during a major diplomatic event, Cebu authorities have announced comprehensive traffic management measures. These include the implementation of asynchronous classes and a suspension of running events to accommodate the 48th Association of Southeast Asian Nations (ASEAN) Leaders' Summit, scheduled from May 5 to 9, 2026.

Extensive Coordination for Summit Logistics

Tourism Assistant Secretary Maria Angela Javier revealed that the summit is anticipated to attract over 3,000 international delegates and media representatives. This influx has necessitated extensive inter-agency coordination to secure major roads across the province. According to a statement from the Provincial Information Office (PIO) on Thursday, March 5, 2026, the Police Regional Office 7 has recommended a moratorium on issuing permits for running events during the summit dates. Additionally, asynchronous classes will be implemented to help decongest key roadways.

High-Level Meetings and Preparations Underway

Preparations are in full swing following a coordination meeting on March 4 between Governor Pamela Baricuatro and Javier at the Cebu Provincial Capitol. Representatives from the tri-cities of Cebu, Mandaue, and Lapu-Lapu participated, along with officials from several national government agencies. These included the Department of Foreign Affairs, Department of the Interior and Local Government, Department of Tourism, Department of Public Works and Highways, Department of Trade and Industry, Department of National Defense, the Philippine Coast Guard, and the Office of Civil Defense.

During the meeting, officials discussed detailed traffic management plans, site enhancements, and other inter-agency efforts to ensure the summit's smooth and secure execution. Governor Baricuatro expressed confidence in Cebu's hosting capabilities, noting that the province's recent hosting of the ASEAN Tourism Ministers' Meeting in January 2026 served as a valuable "dry run" for this larger diplomatic gathering.

Summit Details and Additional ASEAN Events

The 48th ASEAN Leaders' Summit is expected to bring together over 1,000 official delegates, another 1,000 participants, and more than 1,000 international media representatives. President Ferdinand Marcos Jr. is also slated to meet with leaders of ASEAN member states during the event. Beyond the leaders' summit, Cebu will host several other ASEAN-related meetings throughout 2026, including:

  • Meetings of the Socio-Cultural Community
  • The ASEAN-Japan Comprehensive Economic Partnership Joint Committee
  • The Treasury Forum in July
  • The ASEAN Coordinating Task Force on Blue Economy and related meetings in August
  • The ASEAN Transportation Ministers' Meeting, the 16th Session of the ASEAN Community Statistical System, and the ASEAN-Korea Free Trade Agreement Implementing Committee and related meetings in November

These measures underscore Cebu's commitment to facilitating a successful and secure international event while minimizing disruptions to local traffic and daily activities.
