Butuan City Jail Inmates Receive Upgraded Water System Ahead of Dry Season
In a significant development for humane detention conditions, approximately 500 detainees at Butuan City Jail in Agusan del Norte now have consistent access to sufficient and clean water. This follows the ceremonial handover on March 16, 2026, of an upgraded water system implemented by the International Committee of the Red Cross (ICRC) in cooperation with the Bureau of Jail Management and Penology (BJMP).
Project Ensures Equal Water Distribution and Dignity
The project addresses previous inefficiencies, such as poor water distribution and non-functional faucets, which had made daily life challenging for both detainees and staff. Hazem Shahin, head of the ICRC's office in Butuan, emphasized the importance of this upgrade, stating, "With the timely completion of this project before the start of the dry season, detainees can now access water more reliably. Adequate access to water is essential to ensuring humane living conditions and preserving the dignity of detainees."
The new system features a cistern tank that delivers water to elevated stainless-steel tanks installed on the roof decks of the three dormitories within the jail. This setup ensures equal distribution of water to each detention cell, and the project had been operational for several weeks prior to the official handover.
Inspection and Impact on Daily Life
Key figures involved in the inspection included Sameer Elias Putros, ICRC water and habitat coordinator; Jade Ryle Betito, ICRC engineer; Jail Sr. Supt. Ferdinand Pontillo, BJMP Caraga regional director; Jail Chief Insp. Diovin Auza, Butuan City Jail warden; and Hazem Shahin. A detainee shared the positive impact, noting, "Getting water was difficult in the past because we often had to bring our pails and fetch water outside our detention cells, although it was still within the jail’s premises. Now, our detention cell has enough water supply. We can now take our daily showers."
Timing Aligns with World Water Day Awareness
The handover occurred just days before World Water Day, observed annually on March 22, which highlights the global need for billions to access clean and safe water. This project underscores the commitment to improving basic amenities in detention facilities, aligning with broader humanitarian goals.
