DFA Warns: Overseas Jobs May Recruit for Foreign Armies

DFA Issues Urgent Warning on Overseas Job Offers Linked to Foreign Military Recruitment

The Department of Foreign Affairs has issued a critical advisory urging Filipinos seeking overseas employment to exercise extreme caution. The warning highlights that some job offers may secretly involve recruitment into foreign armed forces, even when presented as ordinary civilian positions.

Serious Risks and Legal Consequences

In its official statement, the DFA emphasized that involvement in foreign conflicts carries substantial dangers. These include grave physical harm and significant legal repercussions for individuals who might unknowingly become part of military operations abroad.

The advisory explicitly states: "Recruitment into foreign armed forces, whether directly or indirectly, may violate Philippine laws and lead to loss of citizenship."

This legal foundation stems from Commonwealth Act 63, which stipulates that participation in the military, naval, or air service of a foreign country without proper consent from the Philippine government could result in forfeiture of Filipino citizenship.

Verification and Vigilance Recommended

The DFA strongly encourages all Filipinos pursuing overseas employment to thoroughly verify:

  • Job offers with legitimate sources
  • Recruitment agencies through official channels
  • Employers with proper documentation

The department specifically recommends consulting with the Department of Migrant Workers to ensure all employment opportunities are legitimate and safe. "Remain vigilant against illegal or deceptive recruitment practices that may put their lives and welfare at serious risk," the advisory adds.

Real-World Case Highlights Dangers

The warning comes following the circulation of a disturbing video on social media featuring Raymond Gumangan from Alcala, Pangasinan. In his testimony, Gumangan explains that he was recruited for what he believed was a logistics position, only to receive a completely different assignment upon arriving in Russia.

Tragically, Gumangan now finds himself at a detention camp in Ukraine, where he is being held as a prisoner of war after being captured during conflict. This case serves as a stark example of how deceptive recruitment can lead to dire consequences for unsuspecting individuals.

Collaborative Prevention Efforts

In an earlier briefing, the Armed Forces of the Philippines confirmed they are actively working to prevent deceptive recruitment practices that could endanger Filipinos abroad. This collaborative approach between government agencies aims to protect citizens from falling victim to schemes that might compromise their safety and legal status.

The DFA's advisory represents a crucial reminder for all Filipinos considering overseas employment to conduct proper due diligence and remain aware of potential risks associated with international job opportunities.
