P12 Billion Sought for OFW Repatriation in Middle East Crisis

In a dramatic escalation of Middle East tensions, the United States and Israel launched "major combat operations" against Iran on February 28, 2026, plunging the already war-torn region into a new round of violent conflicts. This development has triggered urgent responses from nations with citizens working in the Gulf, including the Philippines.

Emergency Funding Request for OFW Protection

With the Middle East conflict showing no signs of abating, the Overseas Workers Welfare Administration (Owwa) is seeking substantial additional funding for the repatriation and reintegration of affected overseas Filipino workers (OFWs). During a press briefing on Monday, April 20, 2026, Owwa Deputy Administrator Jasmine Gapatan revealed that the agency has formally requested P12 billion in supplemental budget from the Department of Budget and Management.

"We are ready for repatriation and reintegration. But we can do so much more if we have more," Gapatan emphasized. "We requested a supplemental budget of P12 billion. This is composed of P9 billion as an additional fund for emergency repatriation. And for the remaining P3 billion, we want to focus on our reintegration programs."

Preparing for Worst-Case Scenarios

Owwa Administrator Patricia Yvonne Caunan explained that the P12 billion request is based on careful projections and forecasting of the ongoing crisis in the Gulf region. "We had to simulate. Out of 2.4 million OFWs there, we want to prepare for around 60,000," Caunan stated. "We want to be wrong in this calculation. But we need to prepare for the worst-case scenario."

The urgency of the request stems from the rapid depletion of existing emergency funds. Caunan disclosed that Owwa has already spent 55 percent of its P1.4 billion Emergency Repatriation Fund (ERF) for 2026 to assist OFWs in the Middle East, including those who have already been repatriated.

Current Repatriation Efforts and Funding Status

"We have already utilized 55 percent of our ERF for this year," Caunan confirmed. "We have a fund of P1.2 billion from the General Appropriations Act and P200 million in continuing funds. Of this total, Owwa's utilization is now at 55 percent."

This expenditure follows the repatriation of 6,532 OFWs and their dependents from crisis-torn areas, with 3,258 of these individuals funded directly by Owwa. "Our repatriation is continuous through chartered and commercial flights," Caunan explained. "We also provide onsite assistance, welfare checks, accommodation, food, and transportation. All of these are being funded by our ERF."

The agency's comprehensive approach includes:

  • Emergency evacuation flights from conflict zones
  • On-ground welfare assistance and protection services
  • Temporary accommodation and sustenance for displaced workers
  • Transportation coordination for safe return to the Philippines
  • Reintegration programs for returning OFWs

As Middle East tensions continue to escalate with the recent U.S.-Israel operations against Iran, the Philippine government faces increasing pressure to safeguard its overseas workers. The P12 billion funding request represents a proactive measure to ensure adequate resources for what could become a massive humanitarian and logistical operation affecting thousands of Filipino families.
