Cebu Set to Reap Major Benefits from Philippines-EU Free Trade Agreement

CEBU stands to gain substantially from the Philippines-European Union free trade agreement (FTA), which is now anticipated to be finalized this year, according to EU Ambassador to the Philippines Massimo Santoro. In an interview held in Cebu City, Santoro expressed strong optimism, stating, "I’m very confident that this is the good year," highlighting steady progress from recent negotiation rounds conducted in both the Philippines and Brussels.

Unlocking Export Potential and Market Access

The proposed FTA is designed to provide wider market access for Philippine goods and services, offering significant advantages to exporters in key sectors such as manufacturing, agriculture, and the information technology-business process management (IT-BPM) industry. Additionally, it is expected to support investments in emerging digital and green industries, fostering sustainable economic growth.

Negotiations for this comprehensive FTA officially resumed in March 2024, with the goal of strengthening bilateral trade and investment between the EU and the Philippines. The agreement aims to establish a modern and balanced framework that could unlock an estimated $12 billion in export potential for both parties, moving beyond the current EU GSP+ preference scheme to deepen economic ties.

Foreign Affairs Secretary Ma. Theresa Lazaro emphasized the importance of this deal in a news report following the fifth round of FTA negotiations in Brussels on March 5, noting, "We are revitalizing trade with Europe through the Philippine-EU Free Trade Agreement negotiations, which will open up a market of nearly 450 million high-income consumers."

Cebu's Strategic Advantages in the FTA

Ambassador Santoro pointed out that Cebu is particularly well-positioned to benefit from the agreement due to its robust trade linkages, excellent international connectivity, and expanding role as a regional economic hub. He remarked, "Cebu is a city where we have a lot of trade relationships… particularly well connected domestically and internationally," indicating that major urban centers like Cebu are likely to be among the primary beneficiaries of the FTA.

Beyond traditional trade benefits, the EU is also enhancing its engagement with regions outside Metro Manila, with Cebu increasingly becoming a focal point for cooperation in critical areas such as the green economy, digital transformation, maritime initiatives, and disaster response efforts.

Santoro highlighted that his frequent visits to Cebu reflect the extensive scope of EU-Philippines collaboration, which includes active participation in trade negotiations, partnerships with local governments, and post-disaster support for communities affected by natural calamities.

Symbolic Moves and Broader Implications

In a symbolic gesture underscoring the deepening regional ties, European diplomats, including Greek Ambassador to the Philippines Ioannis Pediotis, recently held a national day celebration in Cebu. This event marked the first time such a celebration has been staged outside the capital, signaling a concerted effort to foster stronger connections with key regions.

The envoy further explained that the FTA extends beyond conventional tariff reductions, incorporating dedicated provisions focused on the digital economy and sustainability. These include initiatives related to renewable energy, waste management, and the circular economy, aligning with global trends toward environmental responsibility.

Business groups anticipate that the agreement will enhance the competitiveness of Philippine exports in the European market while attracting increased investments into high-growth regions like Cebu.
