Philippines Demonstrates Security and Cooperation
The Philippines exemplified the essence of hosting, deploying over 7,000 security personnel, placing hospitals on “code blue,” and alerting coastal patrols. This highlighted the fragility of peace but also underscored a greater truth: the nation's islands can serve as a meeting ground for cooperation rather than contested territory.
ASEAN Maritime Center: A Beacon for Shared Stewardship
A standout proposal was the ASEAN Maritime Center, which symbolizes more than bureaucratic function. Amid rival claims and foreign warships in the South China Sea, the center could act as a lighthouse, facilitating coordination, building trust, and reminding all that shared seas demand shared stewardship.
Cybersecurity: The Next Battlefield
Cybersecurity emerged as a critical concern. Leaders acknowledged that the next battlefield may be digital rather than maritime. Collective defense against cyberattacks is no longer optional but existential. For ordinary citizens dependent on digital remittances, online schooling, and mobile banking, this is personal policy, not abstract theory.
Dual Faces of Governance: Relief and Rot
Back in the Philippines, governance displayed contrasting aspects. The Energy Regulatory Commission provided relief by suspending power disconnections, while Senator Lacson’s flood control scam probe exposed systemic corruption. These two sides—relief and rot—reflect the constant reconciliation Filipinos must navigate.
