The Office of the Ombudsman announced on Thursday, July 2, 2026, that investigators have determined the testimonies of eight alleged former bodyguards of resigned Ako Bicol Party-list Representative Zaldy Co to be clear and consistent regarding allegations that suitcases full of cash were delivered to former House Speaker Martin Romualdez and to Co.
Affidavits Not Yet Formalized
Assistant Ombudsman Mico Clavano IV clarified that the statements have not yet become formal evidence because the affidavits have not been signed and sworn to, delaying the strengthening of the case being prepared by the Ombudsman. Despite this, he said that those who gave statements have shown cooperation and are ready to sign, but they have been given the opportunity to have their lawyer review the statements first as part of their right to legal counsel.
Delay Due to Lawyer Review
Clavano also revealed that one reason for the delay is the prolonged review of the affidavits by the witnesses' lawyer, Levi Baligod. According to him, the signing of the affidavits by the alleged Marines among the group of witnesses has been delayed, which also affected the progress of the investigation against former Speaker Romualdez.
Investigation Focus
Clavano said investigators found that the accounts regarding the alleged delivery of money to Romualdez and Co are clear and consistent, so authorities are focusing their investigation on these allegations. He explained that the Ombudsman decided to create individual affidavits after determining that only a few witnesses had personal knowledge or direct involvement in the alleged cash delivery.
The Ombudsman's investigation focuses on allegations of conspiracy and plunder allegedly involving former House Speaker Martin Romualdez.
