Sarah Discaya Denied Personal Visits in Lapu-Lapu Jail

Controversial contractor Sarah Discaya spent the Christmas holiday without any personal visitors at the Lapu-Lapu City Jail, according to jail authorities. This strict protocol highlights the high-profile nature of the corruption case she is facing.

Strict Online-Only Visitation Rules Enforced

Jail Superintendent Jayrex Bustinera, spokesperson for the Bureau of Jail Management and Penology (BJMP) in Lapu-Lapu City, confirmed the restrictions in an interview with Super Radyo dzBB on Sunday, December 28, 2025. He stated that personal visits to Discaya have been completely prohibited since her commitment to the facility.

All communication for the detainee is strictly limited to online interaction. This includes the use of social media, messaging applications, and voice or video calls conducted via internet-based platforms. "So far, there have been no personal visits because visitation is strictly through online platforms," Bustinera explained.

Legal Communication and Case Details

Bustinera noted that the majority of Discaya's approved online interactions have been with her legal counsel. Furthermore, any food sent to her from outside undergoes thorough inspection before it is allowed inside the jail premises.

Sarah Discaya, along with eight former officials from the Department of Public Works and Highways (DPWH) in Davao Occidental, was transferred to the Lapu-Lapu City Jail on December 19, 2025, following a warrant of arrest. Her company has been implicated in alleged anomalous flood control projects.

Her case, originally filed in Digos City, Davao, was transferred to Lapu-Lapu City. This move is based on Supreme Court rules which mandate that corruption cases involving infrastructure projects be held in the nearest special anti-graft court.

Medical Check-Up Prior to Commitment

Prior to her detention, Discaya was scheduled for a medical examination. On December 20, 2025, she was set to be brought from RTC Branch 27 in Lapu-Lapu City to the Lapu-Lapu City Hospital for a check-up before being taken to the city jail located in Barangay Mactan.

The ongoing restrictions and the high-security handling of her case underscore the serious allegations of corruption linked to public infrastructure funds. Authorities continue to enforce protocols that limit physical access while allowing necessary legal communications to proceed through monitored digital means.
