Lapu-Lapu City Bans Kites, Drones for ASEAN Summit

The Lapu-Lapu City Police Office (LCPO) has implemented a memorandum banning the flying of kites and drones in Lapu-Lapu City from Wednesday, April 29, to May 12, 2026. This measure is part of enhanced security preparations for the Association of Southeast Asian Nations (ASEAN) event.

Strict Prohibition on Flying Objects

During this period, flying kites, drones, or any type of flying object within the city is strictly prohibited. Any detected flying object, whether for recreational, professional, or personal use, will be confiscated without exception. Test flights, practice runs, or aerial coverage within the restricted area are also banned.

Enforcement and Penalties

The LCPO has deployed anti-drone guns to enforce the ban. Violators may face confiscation of equipment, fines, and legal action. The city also enforces an ordinance regulating the use of laser lights and pointers, installation of laser or searchlight displays, and operation of kites, drones, balloons, moored balloons, and other remotely controlled flying objects.

Unauthorized operation within prohibited or restricted airspace carries a fine of PHP 5,000 and confiscation of equipment.

The city government issued this advisory to ensure the safe and successful hosting of the ASEAN Summit 2026, reminding the public of the strict enforcement of the ordinance.
