PNP Chief Announces Aggressive Reforms at Police Academy Following Hazing Incident
Philippine National Police (PNP) chief General Jose Melencio Nartatez Jr. has vowed to implement aggressive reforms at the Philippine National Police Academy (PNPA) in the wake of a disturbing hazing incident that led to the arrest of three cadets. The announcement came during a statement on Friday, April 10, 2026, following the discovery of the alleged abuse.
Zero Tolerance for Hazing
In his address, Nartatez emphasized the PNP's unwavering stance against hazing, stating, "Let me be clear that the PNP has zero tolerance for hazing. Hindi natin ito kinukunsinti (We do not tolerate this). Despite our warnings, some chose to disregard the law." He further warned that those who believe they are above the Anti-Hazing Act have no place within the police ranks, adding, "We will ensure that the full force of the law is applied to these individuals."
Details of the Incident
The incident, which occurred on Good Friday in Barracks 2 of the PNPA located in Camp General Mariano N. Castañeda in Silang, Cavite, involved three cadets accused of exposing over twenty underclassmen to drain cleaner and muriatic acid during hazing rituals. This resulted in burns and injuries to the victims. Initial findings indicate that the hazing began after plebes were blamed for an issue involving a cadet planning to resign, leading to severe punishment.
Authorities are currently investigating seven other unidentified individuals in connection with the case. The injured cadets are receiving comprehensive medical and psychological care to aid in their recovery.
Comprehensive Reforms and Accountability
In response to the incident, Nartatez has ordered a thorough review of tactical officer supervision at the academy. He stated, "I have ordered the PNPA Director to conduct a comprehensive review of the tactical officer supervision." He emphasized moving beyond mere monitoring, saying, "We are moving beyond just 'monitoring.' Gusto ko ng accountability sa bawat (I want accountability in all) level ng command. If hazing happens under a tactical officer’s watch, they will also be investigated for neglect of duty."
As part of the reforms, the Tactical Officer of the Day has already been dismissed from their position. Additionally, Nartatez has directed the establishment of a secure, anonymous digital reporting system for cadets to report abuse without fear of retaliation, aiming to prevent future incidents.

The involved cadets may face serious charges under the Anti-Hazing Act, with potential expulsion from the academy.
