Cebu City Mayor Archival Outlines 2026 Development Priorities

Cebu City Mayor Nestor Archival has laid out an ambitious roadmap for 2026, centering on accelerating development projects, bolstering disaster resilience, and enhancing fundamental public services for residents.

Core Development Pillars for the Coming Year

In his announcement, Mayor Archival identified several critical sectors for focused investment. The administration will prioritize health, housing, climate resilience, education, and waste management as the cornerstones of its development agenda for the city.

A flagship project in the health sector is the expansion of the Cebu City Medical Center (CCMC). Archival has set a target completion date of December 2026 and plans to meet with contractors to ensure construction is accelerated and remains on schedule.

For housing, programs will be expanded, especially for residents living along dangerous riverbanks and those displaced by Typhoon Tino (Kalmaegi). The city is exploring medium-rise building relocation sites to offer safer, more sustainable housing. Meanwhile, the proposed Lorega-San Miguel condominium project is still under review.

Building Climate Resilience and Disaster Readiness

A major environmental initiative involves planting 250,000 trees in 2026. This large-scale greening effort aims to strengthen the city's climate resilience, mitigate flooding, and improve food security against extreme weather events.

Disaster preparedness remains a top operational focus. The city will continue bridge projects and riverbank reinforcements in flood-prone communities. A novel proposal involves installing rainwater catchment systems in barangay gymnasiums starting February 2026. This project, funded partly through barangay aid and national agency coordination, will ensure emergency water access and help reduce local flooding.

Enhancing Education and Enforcing Waste Management

Education continues to be a priority, with plans to adopt and expand scholarship programs to support deserving students throughout Cebu City's communities.

To tackle the persistent garbage problem, the administration will intensify enforcement of waste segregation, beginning in public schools. This renewed push includes the full implementation of the "No Segregation, No Collection" policy under City Ordinance 2031, which mandates waste segregation at the source. Archival believes proper execution of this program could serve as a model for other local government units in the Philippines.

Mayor Archival emphasized that 2026 will be a year dedicated to delivering tangible results, improving the quality of public services, and ensuring the city's growth is both sustainable and inclusive for all its citizens.
