Mandaue City Councilor Carlo Fortuna has urged the Land Transportation Franchising and Regulatory Board (LTFRB) to compel ride-hailing and motorcycle taxi platforms to integrate a mandatory 20% discount for senior citizens and persons with disabilities (PWDs).
Fortuna calls for compliance with existing laws
Fortuna, who chairs the Committee on Laws and Ordinances, emphasized that transport network vehicle service (TNVS) apps must adhere to current legislation by providing a clear and user-friendly feature that allows qualified passengers to avail of their discount when booking a ride.
“If you look at Grab, Angkas, Move It, or JoyRide, there is no clear option asking whether the passenger is a senior citizen or a PWD. These platforms should make it easier for them to avail of the 20% discount because it is their legal right,” Fortuna said.
Comparison with airline booking systems
The councilor pointed out that other online booking platforms, such as airline services, already allow users to indicate their eligibility and automatically apply the appropriate discount after presenting their ID.
“When you book airline tickets, the system asks if you are a senior citizen or a PWD, and the fare is automatically adjusted after you enter your ID. Transport apps should do the same because they are also covered by the law,” Fortuna added.
