The victim, known by the alias Arlene, is a 21-year-old woman from Dapitan City, Zamboanga del Norte. According to police reports, the alleged crime took place at approximately 2:00 PM on February 14, 2026, within a hotel located on Salinas Drive in Barangay Lahug, Cebu City.

Arlene recounted that she traveled to Cebu on February 13 to meet Romero after they had connected online. After spending a night in Lapu-Lapu City, the pair moved to the Lahug hotel the following day. While in the hotel room, Romero allegedly embraced her without consent and demanded sexual intercourse. When she refused, he reportedly used force and threatened to kill her entire family in Dapitan if she did not comply, leading to the alleged rape.

Arrest and Police Action

In the early hours of Sunday, February 15, at around 4:00 AM, Arlene managed to report the incident to the Mabolo Police Station. She returned to the hotel later that day at noon. Upon arrival at the hotel's parking area, Romero allegedly pushed her, an act witnessed by a security guard on duty. The guard immediately intervened, detaining Romero and requesting police assistance from the Mabolo Police Station.
