Cebu Mandates Establishment of Senior Citizen Community Care Centers

The Provincial Board of Cebu has officially approved an ordinance that requires all local government units (LGUs) within the province to establish and operate dedicated community care centers for senior citizens. This move aims to enhance the quality of life for elderly residents by providing a wide range of health and social services tailored to their needs.

Comprehensive Services for Elderly Residents

Under the newly passed Cebu Provincial SC3C Ordinance, each center must offer a full suite of services designed to support the well-being of seniors. These include visual, dental, and hearing care, as well as psychosocial, spiritual, and mental health support. Additionally, the centers will provide lifestyle programs, nutrition planning, and exercise regimens to promote active aging.

The ordinance also mandates that the centers address critical areas such as sick care, caregiver training, and livelihood programs. To combat isolation among the elderly, social activities will be organized, and disaster preparedness training specific to seniors will be implemented. Furthermore, the Office of the Senior Citizens Affairs (OSCA) will oversee research and data collection to continuously improve these services.

Funding and Operational Requirements

Each LGU is required to allocate annual funds for the construction, operation, and maintenance of these centers. The Province of Cebu may supplement this with additional financial support, technical assistance, and training programs. LGUs must also hire qualified staff to manage the centers and are permitted to recruit private volunteers with medical or educational expertise.

Eligibility for these services is extended to senior citizens aged 60 and above, as determined by their local OSCA. Individuals with infectious diseases or those requiring specialized care will be referred to appropriate government agencies for further assistance.

Incentives and Monitoring Mechanisms

To facilitate smooth operations, the centers will receive several privileges, including exemptions or waivers from customs duties, taxes, and tariffs on imported equipment and donations used in their activities. They are also entitled to a discount of no less than 50 percent on electricity, water, and telephone bills, in accordance with existing laws.

Oversight of the centers will be conducted by the National Commission on Senior Citizens Region VII, through the Provincial OSCA and local OSCAs. These bodies will monitor and evaluate the centers' performance and submit annual reports to the Governor and the Sangguniang Panlalawigan to ensure accountability and continuous improvement.
