Cebu Capitol Shines Purple in Historic Support for Rare Disease Awareness

In a landmark event, the Cebu Provincial Government illuminated the Cebu Provincial Capitol in a vibrant purple hue at precisely 7:00 PM on Saturday, February 28, 2026. This marked the first time in history that the provincial capitol has participated in such a symbolic gesture, aligning with the worldwide "Light Up for Rare" campaign held annually on the last day of February to commemorate Rare Disease Day.

A Milestone Under Governor Baricuatro's Leadership

The lighting ceremony represents a significant milestone under the administration of Cebu Governor Pamela Baricuatro, reinforcing her commitment to inclusive healthcare and the development of robust support systems for marginalized sectors, particularly individuals and families affected by rare diseases. Dr. Elisse Nicole Catalan, Capitol Piso Public Health Consultant, emphasized the importance of initiatives like "Light Up for Rare" in ensuring that patients with rare conditions receive proper recognition, support, and equitable attention comparable to other medical conditions.

"These conditions are called rare diseases because only a small number of individuals share the same diagnosis. However, there is something we can do, early detection is key to preventing the condition from worsening," stated Dr. Catalan.

Understanding Rare Diseases in the Philippines and Globally

In the Philippines, a disease is classified as "rare" if it affects no more than one in every 20,000 individuals. Globally, over 7,000 rare diseases have been identified, impacting an estimated 300 million people. Approximately 80% of these conditions are genetic in origin, while 75% affect children. On average, patients may wait up to eight years before receiving an accurate diagnosis, highlighting critical gaps in healthcare access and awareness.

Symbolism and Support for Affected Families

The purple lighting serves as a powerful symbol of unity and solidarity with Filipino families living with rare conditions, many of whom face delayed diagnoses, limited treatment access, and a lack of public knowledge. "This initiative goes beyond simply lighting the Capitol in purple. Governor Pam wants to actively engage with rare disease groups so the Province can better understand the kind of assistance they need from the Cebu Provincial Government," added Dr. Catalan.

National and Legal Frameworks for Rare Diseases

The Philippines also celebrates National Rare Disease Week during the last week of February, as established by Presidential Proclamation No. 1989. Key legislative acts, including the Rare Diseases Act of the Philippines, the Universal Health Care Act, and the Newborn Screening Act, provide legal and structural support for early detection, improved access to health services, and recognition of individuals with rare diseases as Persons with Disabilities (PWDs).

The color purple, internationally recognized for rare disease awareness, embodies unity, courage, and hope—qualities that resonate with Cebu Province's ongoing efforts to deliver fair and equitable health services to all its residents.
