Cebu Forms Committee to Address Local Data Gaps

The Cebu Provincial Government is embarking on a significant initiative to enhance governance through data-driven strategies. On Thursday, April 9, the newly established Cebu Provincial Statistics Committee (PSC) convened for its inaugural meeting to tackle a critical challenge: the absence of essential data from numerous local towns and cities across the province.

Addressing Compliance and Data Gaps

Many local government units (LGUs) have not hired professional statisticians, despite a national mandate under Republic Act 11315 requiring such appointments. This shortage of experts has hindered the government's ability to accurately monitor poverty levels and track developmental progress, leading to gaps in policy-making and resource allocation.

Formation of a Technical Working Group

To resolve these issues, the committee has formed a Technical Working Group (TWG). This specialized team includes academic experts from institutions such as the University of the Philippines Cebu and other leading universities. The TWG will investigate the underlying reasons why towns are struggling to recruit statisticians and will provide support to help LGUs comply with the legal requirements.

Strategic Planning and Collaboration

Under the administration of Governor Pamela Baricuatro, the provincial government is committed to ensuring that all decisions are grounded in factual data and reliable statistics. This approach aims to foster more effective and transparent governance for the benefit of Cebu's residents.

Key Objectives:

  • The committee is targeting the completion of a first draft of the Provincial Development Plan by October, which will outline strategic goals based on comprehensive data analysis.
  • To enhance inter-agency cooperation, the committee has expanded to include 27 members, representing various government agencies. This expansion is designed to improve data sharing and coordination across different sectors, ensuring a holistic approach to provincial development.

This initiative marks a proactive step toward building a more resilient and informed governance framework in Cebu, leveraging data to drive sustainable growth and address community needs effectively.
