Cebu Province has achieved a remarkable financial milestone, recording a total revenue of P8.9 billion for the year 2025. This impressive figure is largely attributed to robust inflows from national tax allocations and efficient local tax collections, as detailed in a recent report from the Provincial Treasurer's Office.

Breakdown of Revenue Sources

According to data provided by Provincial Treasurer Roy Salubre, Cebu generated a total of P8,907,461,830.79 from January to December 2025. The revenue stream was diversified, with significant contributions from both external and internal sources.

External Revenue Contributions

The majority of the revenue, amounting to P6.28 billion, came from external sources. The National Tax Allotment (NTA) for the province accounted for P6,284,205,149 of this total. Additional external funds included P1.29 million from the Philippine Charity Sweepstakes Office (PCSO) and P1.85 million from other national wealth allocations.

Local Revenue Streams

Local sources contributed a substantial P2.62 billion to the overall revenue. Under the General Fund–Proper, tax collections reached P512.43 million, which was distributed as follows:

  • Real Property Tax: P268.63 million
  • Business Tax: P147.60 million
  • Other Local Taxes: P96.19 million

Non-tax revenues added P243.47 million, encompassing regulatory fees and service charges. Economic enterprises contributed P250.89 million, while other receipts totaled P335.36 million.

Key Infrastructure and Facility Contributions

Capital-managed facilities played a crucial role in boosting revenue. Notable contributions include:

  • Hospitals: Generated P753.47 million from service and user charges
  • Cebu South and North Bus Terminals: Contributed P103.40 million
  • Cebu Provincial Inter-LGU Waterworks System: Added P18.16 million

Additionally, the Special Education Fund collected P402.87 million, with the bulk—P386.29 million—derived from real property taxes.
