Cebu City has taken a significant step towards enhancing public service accessibility with the formal launch of its 24/7 "Mayor of the Night" government service hub. On March 2, 2026, a lease agreement was officially signed, marking the commitment of ten national government agencies to participate in this innovative initiative.
Round-the-Clock Government Services
The primary goal of this hub is to provide seamless government services to night-shift workers, particularly those employed in the Business Process Outsourcing (BPO) sector. By operating beyond traditional office hours, the center aims to eliminate the need for employees to take leave or sacrifice rest days to process official transactions.
Key Participating Agencies
Several national agencies have pledged their support, including the Social Security System (SSS), Pag-IBIG Fund, PhilHealth, Bureau of Internal Revenue (BIR), National Bureau of Investigation (NBI), Philippine Statistics Authority (PSA), Philippine Postal Corporation (PHLPost), Land Transportation Office (LTO), Cebu City Police Office (CCPO), and the Department of Labor and Employment (DOLE). Representatives from these agencies attended the signing ceremony and committed to deploying personnel for night operations.
Strong Support from Local Government and Private Sector
Cebu City Mayor Nestor Archival emphasized that this initiative strengthens coordination between the local government, national agencies, and the private sector. Members of the City Council, including Councilors Paul Labra, Winston Pepito, Rhea Jakosalem, and Jose Abellanosa, were present to express their backing for the program.
Additionally, leaders from the BPO industry voiced their support, with companies such as AZPIRED BPO, Cebu Telenet Philippines, NAP Solutions Inc., Shearwater Health, Tahche, TechMahindra, TTEC, Virtual Staffing Solutions, Conduent, and SOS participating in the event.
Lease Agreement and Operational Details
The lease agreement was signed by Kim John Cebrecus, President of Eklektos Estates Inc., with Maxim Angelo Cebrecus, Corporate Secretary, serving as a witness. The "Mayor of the Night" office is designed to bridge the service gap between standard government hours (8 a.m. to 5 p.m.) and the schedules of graveyard shift workers.
Once operational, this hub will enable workers to efficiently handle government transactions without disrupting their work or personal time, fostering a more inclusive and responsive public service framework in Cebu City.
