Details of the Accident and Immediate Aftermath
According to Mayor Archival, Kingston was walking with a friend when they were struck by a vehicle. Instead of stopping to render aid, the driver fled the scene and was later involved in another accident further down the road. Both victims were rushed to the hospital, but Kingston succumbed to severe injuries sustained in the crash.

Specifically, he revealed that both the private hospital where the suspect was initially taken and the Cebu City Medical Center (CCMC) lack breath analyzers, essential tools for determining if a driver was under the influence of alcohol at the time of an accident.
This equipment gap has forced authorities to rely on subjective assessments of the suspect's physical appearance and behavior, rather than scientific methods. Archival explained that doctors noted the suspect was "coherent" and able to speak properly, but this evaluation occurred more than 12 hours after the incident, based on medical certification rather than police procedures.

The mayor also addressed public questions about why the suspect was not immediately taken into police custody while at the private hospital. He clarified that legal constraints prevented arrest at that time, as over 12 hours had passed before the suspect was transferred to CCMC, complicating the initial response.
