Cebu Police Intensify Discipline Drive, Apprehend Over 1,300 Violators
In a significant push to enhance public discipline and safety, the Cebu Police Provincial Office (CPPO) has ramped up its enforcement campaign across the province. This initiative has led to the apprehension of 1,374 individuals for various ordinance violations in cities and municipalities throughout Cebu.
Strict Enforcement Orders and Key Violations
The campaign was launched following a directive from CPPO Chief Police Colonel Abubakar Mangelen Jr., who instructed all station commanders to strictly enforce local laws. According to data released by the CPPO, the most common infractions included 443 individuals caught smoking in public areas, 363 minors violating curfew regulations, and 472 people breaching traffic laws.
Additional violations that contributed to the total apprehensions encompassed public urination, littering, and excessive noise from videoke sessions that persisted late into the night and early morning hours. These actions underscore the broad scope of the police's efforts to address behaviors that disrupt community order.
Enforcement Outcomes and Financial Penalties
Of the total violators apprehended, 494 individuals were fined, while 782 received warnings and were subsequently released. The collective fines imposed amounted to P264,152.00, highlighting the financial repercussions for non-compliance with local ordinances.
In terms of enforcement activity by police stations, the Talisay City Police Station recorded the highest number of apprehensions with 204, followed by the Consolacion Municipal Police Station with 72, and the Toledo City Police Station with 69. This distribution indicates a widespread and coordinated effort across the province.
Leadership Support and Broader Objectives
Police Colonel Mangelen emphasized that this campaign aligns with the mandate of Department of the Interior and Local Government (DILG) Secretary Juanito Victor "Jonvic" Remulla Jr., which aims to strictly enforce ordinances to foster discipline and order nationwide. In a statement, Mangelen articulated the campaign's deeper purpose, stating, "This intensified drive is not solely about enforcement; it is about cultivating a culture of discipline and shared responsibility. When ordinances are followed, crimes are prevented. We call on every Cebuano to take part in maintaining peace and order in our communities."
The operational excellence of the CPPO was commended by Police Brigadier General Redrico Maranan, chief of the Police Regional Office (PRO-7). Furthermore, Cebu Governor Pamela Baricuatro expressed strong support for the initiative, remarking, "We commend the Philippine National Police for their unwavering commitment to uphold the rule of law. The strict enforcement of ordinances plays a crucial role in promoting order, discipline, and safety in our province. The Provincial Government stands in full support of these efforts."
Ongoing Operations and Future Commitments
The CPPO has assured the public that it will continue its operations, including initiatives such as Oplan Bakal, Sita, Bulabog, and Night Watch. These efforts will be conducted in collaboration with local governments and communities to ensure sustained police visibility throughout Cebu. This commitment aims to reinforce the message that adherence to laws is essential for maintaining a safe and orderly environment for all residents.
