The Cebu City Police Office (CCPO) has significantly ramped up its enforcement efforts during the second night of implementing the Safer Cities Initiative, resulting in the apprehension of 855 individuals for various ordinance violations. This intensified campaign, spearheaded by Police Colonel George Ylanan, forms part of the broader Oplan Bulabog and Oplan Pakigsandurot operations conducted from 10:00 PM to 12:00 AM on Thursday, April 9, 2026.
Comprehensive Crackdown on Public Nuisances
Authorities executed a total of 73 operations targeting a wide range of infractions under Cebu City's municipal ordinances. The crackdown yielded substantial results, with the city government collecting fines amounting to P256,000 from violators. Among those detained, 154 individuals were caught drinking in public areas, while 171 were cited for smoking violations. Additionally, 110 persons received tickets for indecent exposure outside their residences, highlighting the police's zero-tolerance approach to public decency offenses.
Curfew Enforcement and Minor Rescues
The operations extended beyond typical ordinance violations to address community safety concerns. Police successfully rescued 221 minors who were found violating the city's curfew regulations, ensuring their protection during late-night hours. Furthermore, five individuals were apprehended for operating videoke machines beyond the 10:00 PM cutoff, demonstrating the comprehensive nature of the enforcement activities.
Infrastructure and Traffic Violations
The crackdown also targeted structural and traffic-related offenses that compromise public safety. Authorities documented 80 illegal structures that were either obstructing public pathways or erected without proper permits. Traffic violations accounted for 157 citations, ranging from illegal parking to obstruction of roadways. An additional 16 miscellaneous ordinance violations were recorded, showcasing the police's thorough approach to maintaining order.
Penalties and Community Appeal
Of the 855 individuals apprehended, 271 violators were issued monetary fines for their offenses, while the remaining 597 received formal warnings and were subsequently released. The CCPO has issued a strong appeal to residents, urging compliance with city ordinances to foster a peaceful, orderly, and secure community environment. Police Colonel Ylanan emphasized that these operations will continue as part of the ongoing Safer Cities Initiative, aiming to create lasting improvements in public safety and quality of life for all Cebu City residents.
