Comelec Requires Birth Certificates for COC Filing by 2028

The Commission on Elections (Comelec) announced that starting with the May 2028 National and Local Elections, all aspirants for public office must submit their birth certificates alongside their certificates of candidacy (COCs). This requirement will apply to both national and local candidates.

Comelec Chairman Explains Rationale

Comelec Chairman George Garcia stated in an interview on Thursday that the move aims to provide additional proof that candidates meet legal qualifications, such as age and citizenship. "We want all people who file their candidacies to attach their birth certificates," Garcia said. He added that the Comelec is determined to implement this policy to prevent accusations of allowing foreigners or underaged individuals to run. "The birth certificate will be a big help," he emphasized.

Implementation in 2026 BSKE

As part of preparations, Garcia said a similar policy will be enforced for the November 2026 Barangay and Youth Council Elections (BSKE). "We will issue a resolution regarding the requirement or the actual attachment of a birth certificate when filing COCs for the BSKE," Garcia noted. The COC filing period for the BSKE is set from September 28, 2026, to October 5, 2026.
