Lapu-Lapu V-Hire Drivers Accused of Illegal Fare Hikes Amid Rising Fuel Costs
Illegal Fare Hikes in Lapu-Lapu V-Hires Spark Passenger Complaints

Commuters in Lapu-Lapu City have raised alarms over alleged illegal fare increases implemented by van-for-hire (V-hire) drivers, following a series of rising fuel prices. According to passengers, these hikes are being enforced without any official government approval, sparking widespread concern and complaints.

Passenger Reports and Official Response

Lapu-Lapu City Mayor Cindi King-Chan has previously encouraged the public to report V-hire and bus drivers who raise fares without permission. One resident, identified as "Jane" (a pseudonym), disclosed to SunStar Cebu that she was charged an extra P10 on the usual P40 fare for a route from a mall terminal in Cebu City to Barangay Pajac in Lapu-Lapu and back. The fare suddenly increased from P40 to P50 without any notification from authorities.

After checking announcements from the Land Transportation Franchising and Regulatory Board (LTFRB) and Cebu City Mayor Nestor Archival, passengers confirmed that no official order permits such an increase. SunStar Cebu verified at the mall terminal in Cebu City that fares had indeed risen to P50 on Wednesday, March 11, 2026.

Driver Justifications and Government Action

Drivers have justified the fare hikes by citing the high cost of fuel, which they claim affects their daily earnings, leading them to call for government support. In response, LTFRB 7 Director Abosamen Matuan stated in a message on Thursday, March 12, that they have received the complaint and dispatched enforcers to the area to investigate the reports.

If proven, violators could face fines or suspension of their franchises. Matuan emphasized that any changes to the fare matrix must originate from the LTFRB Central Office, and currently, no order has been issued to increase fares.

Implications and Ongoing Monitoring

This situation highlights the tension between transportation operators grappling with economic pressures and regulatory frameworks designed to protect consumers. Authorities are closely monitoring the issue to ensure compliance with legal standards and prevent further unauthorized adjustments.
