A man known by the alias 'Kimpang' has been arrested and jailed after a woman reported him for harassment on Wednesday, May 20, 2026, at around 4:20 p.m. near the Petron Gasoline Station in Barangay Poblacion 1, Carcar City.

Victim Seeks Police Help

The victim, Roslie Arnaiz Briones, 29, single, a real estate broker, and a resident of Sitio Kayam, Barangay Napo, Carcar City, immediately sought help from the police after the incident.

The suspect, identified only as 'Kimpang,' a barker and resident of Proper, Barangay Bolinawan, Carcar City, is now detained at the Carcar Police Station while facing charges for violating Republic Act 11313, also known as the Safe Spaces Act or Anti-Bastos Law.

Arrest Details

The suspect was arrested by Police Corporal Moises G. Indig and Patrolman Lhander Gantuangko, who are assigned to Police Outpost 1 at the Rotunda in Barangay Poblacion, after the victim requested assistance.

According to the victim, she was having her vehicle repaired at the gasoline station when the suspect suddenly made malicious gestures toward her. She claimed that 'Kimpang' repeatedly whistled, winked, and stared at her while licking his lips in a lewd manner.

Police Response

Out of fear and frustration, the victim immediately reported the incident to the police on duty at the Rotunda outpost in Carcar. The police quickly responded and apprehended the suspect, who was unable to flee and was handcuffed on the spot.

Police Corporal Jevelyn Lauglaug, assistant chief of the Women and Children Protection Desk (WCPD) at the Carcar Police Station, stated that 'Kimpang' admitted to his offense during questioning. 'According to him, it is his mannerism when he sees a beautiful woman. He claimed it is a casual habit of his,' Lauglaug said.

However, according to those who know him, 'Kimpang' is known for frequently licking his lips, especially when he sees a woman. The incident has sparked discussions about the importance of enforcing the Safe Spaces Act to protect individuals from harassment in public places.
