Cebu City Mayor Nestor Archival is set to deliver his first State of the City Address (SOCA) on Tuesday, July 7, 2026, at 11 a.m. The address will highlight the accomplishments of his administration during its first year and outline priorities for the remainder of his term.
10-Point Governance Agenda
In his first speech before the city council in 2025, Archival laid out a 10-point governance agenda focused on creating a responsive, transparent, and inclusive government. His goal is to make Cebu City the “number one” city in the country. Key priorities include strengthening health services, education, food security, digitalizing business permit processing, improving transportation, environmental protection, housing, public safety, and expanding social welfare programs.
Expected Updates and Reorganization
During the SOCA, Archival is expected to provide updates on these programs and outline steps for the second year of his administration. Following the address, the 17th Sangguniang Panlungsod will convene at 2 p.m. to elect its leadership and assign standing committees for Fiscal Year 2026-2027.
The reorganization will determine whether the Barug-Kusug coalition retains its majority in the council and whether there will be changes in committee chairmanships. According to the mayor's office, the SOCA will serve as a benchmark for measuring progress on his campaign promises.
