In a significant crackdown on illicit trade, authorities in Pampanga have seized approximately P360,000 worth of illegal cigarettes following a meticulously planned buy-bust operation conducted in Arayat town on April 7. The Police Regional Office III (PRO-3) confirmed the successful interdiction, which marks the fifth such discovery of illegal cigarette hubs in the province this year alone.
Coordinated Law Enforcement Effort
Operatives from the Pampanga Police Intelligence Unit, working in close coordination with the Arayat Municipal Police Station, executed the operation with precision. During the raid, law enforcement personnel recovered 19 boxes of contraband cigarettes and impounded a vehicle believed to be used in the illegal distribution network. A thorough inspection revealed that the seized items lacked the mandatory Bureau of Internal Revenue (BIR) tax stamps, indicating clear violations of national revenue laws.
Arrest and Ongoing Manhunt
The operation led to the arrest of a 43-year-old male suspect, who is now in police custody facing imminent charges for violation of the National Internal Revenue Code. Authorities are actively pursuing another individual connected to the illicit activity who managed to evade capture during the operation. Police officials emphasized that charges are being meticulously prepared to ensure a strong legal case against the detained suspect.
Expanding Crackdown Across Pampanga
This latest seizure in Arayat is part of a broader, intensified campaign against illegal cigarette trade in Central Luzon. Similar coordinated operations have been conducted by the Bureau of Customs (BOC), the Department of Interior and Local Government (DILG), and other law enforcement agencies in neighboring towns including Mexico, San Simon, and Apalit. These efforts underscore a multi-agency approach to dismantling organized networks engaged in tax evasion and unfair business practices.

Brigadier General Jess Mendez, the director of PRO-3, articulated the critical importance of these operations in safeguarding government revenues and promoting equitable commerce. "This is about protecting our economy, ensuring fair business practices, and safeguarding government revenues," Mendez stated firmly. He further revealed that all police units under his command have been directed to maintain strategic checkpoints and enhance surveillance along key transport routes to intercept illegal goods and disrupt supply chains.
