Pampanga Government Wins CSC Accreditation for HR Excellence

The Provincial Government of Pampanga has achieved a significant milestone by receiving a prestigious Accreditation Award from the Civil Service Commission (CSC). This recognition highlights the province's commitment to excellence in human resource management systems, setting a benchmark for local governance in the region.

Recognition for Merit-Based Human Resource Management

The accreditation was formally granted under CSC Resolution No. 2500882, which specifically acknowledges Pampanga's implementation of merit-based and systems-driven human resource practices. These efforts are part of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), a national initiative aimed at enhancing public service efficiency.

Award Presentation at Capitol Ceremony

The award was presented by CSC Regional Director Dyna Marie Quimson to Governor Lilia G. Pineda during a flag ceremony held at the Capitol Compound on Monday, February 16, 2026. The event was attended by key provincial officials, including members of the Sangguniang Panlalawigan led by Vice Governor Dennis Pineda, who witnessed this momentous occasion.

Comprehensive Systems and Compliance

According to the provincial government, the accreditation covers multiple critical areas of human resource management. This includes the effective implementation of the Recruitment, Selection, and Placement (RSP) system, as well as robust Performance Management Systems. Additionally, the award recognizes Pampanga's strict adherence to civil service laws and human resource policies, ensuring transparency and fairness in administrative processes.

Exclusive Achievement Among Local Government Units

The Capitol revealed that only four local government units (LGUs) in Pampanga have been granted this accreditation, underscoring the rarity and significance of the achievement. In a broader context, it is estimated that merely 20 to 30 percent of LGUs across Central Luzon have attained similar recognition, positioning Pampanga as a leader in regional governance standards.

Collective Negotiation Agreement Registration

In a related development, the provincial government reported that its Collective Negotiation Agreement (CNA) No. 3718 with the Provincial Government of Pampanga Employees Union (PGPEU) was officially registered during the same ceremony. This registration aligns with Executive Order No. 180, which governs labor relations in the public sector.

The agreement, which will be effective from December 15, 2025, to December 14, 2028, aims to foster harmonious employer-employee relations and promote welfare initiatives for provincial staff. This dual accomplishment of accreditation and agreement registration marks a pivotal step forward in Pampanga's ongoing efforts to enhance public service delivery and institutional integrity.
