Senate Launches Preliminary Inquiry into Massive Cash Delivery Allegations

Senate President Pro Tempore Panfilo Lacson has commenced initial evaluations into explosive claims made by 18 individuals purporting to be former members of the Philippine Marine Corps. These individuals allege they facilitated the delivery of enormous cash sums to senior government officials during their tenure as security personnel for former Ako Bicol representative Elizaldy Co.

Scrutinizing Source and Substance of Accusations

Lacson, who chairs the influential Senate Blue Ribbon Committee, emphasized a methodical approach to the allegations. "We will evaluate first the source of information, which in this case are the 18 alleged Marine personnel who appeared at a press conference last Tuesday. Second is the reliability or credibility of the information itself, meaning the content of their affidavit," Lacson stated. This preliminary assessment precedes the potential filing of a formal resolution to authorize a full Senate investigation.

The senator's actions follow Senator Imee Marcos' submission of Senate Resolution 317 on February 25, which seeks an inquiry in aid of legislation into the alleged cash delivery operation. The resolution has been officially referred to the Blue Ribbon Committee for consideration.

Questionable Logistics and Astronomical Figures

During a press conference held on February 24 at Club Filipino, the group asserted that their duties included transporting cash to several prominent figures, including President Ferdinand Marcos Jr. and former House Speaker Martin Romualdez. The total amount claimed reaches a staggering P805 billion.

Lacson expressed profound skepticism regarding the feasibility of such an operation. He highlighted that P805 billion constitutes over 70 percent of the P1.13 trillion allocated for national flood control projects from 2023 to 2025. "The numbers just don't add up," Lacson remarked, noting the remaining P325 billion appears "mathematically irreconcilable" with previously admitted kickbacks and actual project costs.

Furthermore, Lacson questioned the physical logistics, estimating that transporting P805 billion in cash would necessitate at least 13,400 large suitcases, each capable of holding P50 million to P70 million. "It's mind-boggling. When we talk about large suitcases containing P50 to P70 million each, and we consider P805 billion, at least 13,400 large suitcases would be required — not counting smaller ones," he elaborated.

Verifying Identities and Examining Timing

In a move to establish the credibility of the accusers, Lacson has formally written to the Philippine Navy and Philippine Army to verify the service records and conduct background checks on all 18 individuals. This step is crucial, as Armed Forces of the Philippines spokesperson Colonel Francel Margareth Padilla previously disclosed that of the 18, four were never Marine Corps members, most were dishonorably discharged, and only a few retired in good standing.

Lacson also raised pointed concerns about the timing and venue of the press conference. It was held on the eve of the 40th anniversary of the 1986 Edsa People Power Revolution at Club Filipino, a historically significant location for anti-corruption movements. Additionally, the allegations emerged concurrently with the International Criminal Court's confirmation of charges hearings related to the Duterte administration's war on drugs.

Lawyer Levito Baligod, who presented the group, further alleged that Co and former senator Antonio Trillanes IV financed hotel stays and expenses for ICC investigators during their probe into former President Rodrigo Duterte. Lacson suggested these factors indicate a broader agenda. "Ang pino-project doon, napaka-corrupt ng ICC. Nilagyan ng $2 million allegedly through former senator Trillanes," he said. "Sa akin, mukhang not just may political color. Mukhang may destabilization aspect," he added.

Despite the sensational nature of the claims, Lacson affirmed the Blue Ribbon Committee's commitment to a careful and principled investigation. He stressed that any formal inquiry must be firmly grounded in verified identities and substantiated evidence. The committee will proceed meticulously, ensuring that the process upholds integrity and focuses solely on credible information before advancing to a full-scale Senate investigation.
