Former House Speaker Martin Romualdez has shattered his prolonged silence to vehemently deny accusations that he masterminded a widespread corruption scheme. In a bold move, he has authorized the public release of his sworn affidavit, inviting the Filipino people to judge the truth for themselves.
Breaking the Silence
Romualdez explained that he initially chose to remain quiet out of respect for the legal process and to avoid adding noise to the controversy. However, he now asserts that this silence is being exploited, compelling him to speak out. The former Speaker emphasized that from the very beginning of the scandal, he has been fully cooperative, facing authorities directly without evasion or concealment.
Transparency and Cooperation
To demonstrate his commitment to transparency, Romualdez voluntarily submitted an affidavit to the ICI and provided all necessary documents. He has ordered the immediate public release of this affidavit, stating that it will allow citizens to discern who is telling the truth and who is merely a victim of political maneuvering.
Denouncing the Accusations
Romualdez labeled the allegation that he is the brains behind corruption, particularly concerning public funds, as the most absurd accusation. He clarified the budget formulation process, noting that proposals originate from the Executive department as the National Expenditure Program before being submitted to Congress.
Impossible Control
The lawmaker further argued that the House of Representatives is composed of hundreds of members and approximately 85 committees, making it impossible for any single Speaker to control every committee or dictate actions to other government branches. This structural reality, he insists, undermines the feasibility of the mastermind claims against him.
