The Department of Trade and Industry (DTI) in Davao Region has issued a strong reminder to all business establishments: shortchanging customers and using inaccurate weighing instruments will not be tolerated.
Strict Enforcement of Consumer Protection Laws
During a recent interview, DTI-Davao Assistant Regional Director Ronald Amatong emphasized that violations of the Consumer Act carry severe consequences. "We are reminding all businesses, especially those in the retail sector, to ensure they are not shortchanging their customers," Amatong stated.
The warning comes as part of DTI's ongoing market monitoring activities across the region. The agency has observed persistent issues with some establishments failing to provide accurate measurements and correct change to consumers.
Common Violations Identified
DTI monitoring teams have identified several recurring problems during their inspections:
- Inaccurate or uncalibrated weighing scales
- Failure to display price tags on all products
- Deliberate shortchanging of customers
- Use of non-standard measurement tools
Legal Consequences for Violators
Businesses found violating Republic Act 7394, or the Consumer Act of the Philippines, face substantial penalties. First-time offenders may be fined up to ₱300,000, while subsequent violations can result in even higher fines and potential revocation of business permits.
"We are not just talking about small penalties here," Amatong warned. "The law provides for significant fines that can seriously impact a business's operations."
Consumer Complaints Mechanism
The DTI encourages consumers who experience shortchanging or encounter inaccurate weighing scales to immediately report the incident. Customers should:
- Keep receipts and evidence of the transaction
- Note the business name, location, and time of incident
- Report directly to DTI-Davao through their official channels
- Provide specific details about the violation
Proactive Measures for Businesses
To avoid violations, DTI recommends that business owners implement regular checks of their weighing instruments and ensure all employees are properly trained in handling transactions. Regular calibration of scales and clear price tagging are essential compliance measures.
