Cebu City Councilor Joel Garganera has shed light on the city's escalating garbage crisis, highlighting the controversial Binaliw landfill and the search for sustainable waste solutions at the South Road Properties (SRP). In an interview on Beyond the Headlines, Garganera addressed pressing environmental concerns, accountability, and the challenges of keeping Cebu City clean.
Binaliw Landfill at a Crossroads
The Binaliw landfill, a key disposal site for Cebu City's waste, is nearing its full capacity. According to Garganera, the facility handles approximately 500 tons of garbage daily, but its lifespan is limited. "We are running out of space," he said, emphasizing the need for immediate action to avoid a sanitation crisis.
SRP as a Potential Solution
The SRP has been proposed as a site for a new waste-to-energy facility or a materials recovery facility. Garganera noted that the city is exploring public-private partnerships to develop sustainable waste management infrastructure. "We need to move beyond landfills and adopt technologies that reduce waste volume," he explained.
Accountability and Enforcement
Garganera stressed the importance of enforcing Republic Act 9003, the Ecological Solid Waste Management Act, which mandates segregation and recycling. He criticized the lack of compliance among residents and businesses, saying, "We have laws, but implementation is weak." The councilor called for stricter penalties and community education to change disposal habits.
Sustainability Goals
The city aims to reduce landfill reliance by 50% within five years through composting, recycling, and waste-to-energy projects. Garganera highlighted ongoing trials for biodegradable waste processing and the potential for converting garbage into fuel. "Sustainability is not just about disposal; it's about rethinking our consumption," he said.
