Cebu multi-modal transport study includes subway, BRT, bike lanes

The Department of Transportation (DOTr) and the Department of Public Works and Highways (DPWH) have recognized the importance of bicycles as an alternative mode of transport in Cebu. A study on multi-modal transportation—including an underground railway, bus rapid transit (BRT), and additional roads with sidewalks and bike lanes—is now underway, with implementation expected in the coming years.

European model inspires Cebu's transport shift

In advanced European nations, such multi-modal systems are already standard. Some European countries have more bicycles on the road than motorized vehicles. Sweden is one example, as observed by Gary Jones Cabotaje, secretary of the Naga City council. His firsthand experience highlights the viability of cycling as a primary mode of transport.

The push for bike lanes and sidewalks offers two key benefits: improved public health and reduced carbon dioxide emissions. A bike lane encourages cycling, while a sidewalk at least two meters wide promotes walking over short distances. Currently, many people avoid walking due to narrow, unsafe roads where vehicles and reckless motorcycle drivers pose constant danger.

Past proposal failed, but study offers hope

This is not the first time such a project has been proposed. During the administration of former President Rodrigo Duterte, the late Congressman Raul del Mar proposed a subway for vehicles from Talamban to Asilo dela Milagrosa, at the corner of Archbishop Reyes and Gorordo Avenue. The project did not materialize due to opposition from influential officials at the time. Whether that proposal was sound remains unassessed, as it was not based on a thorough study. Interestingly, the same route is now part of Package 3 of the BRT plan.

The current study of multi-modal public transport is a positive step. Which system—subway or BRT—will prove more effective and easier to build remains to be seen. Only time will tell if the plans will move beyond study and imagination into reality.
