MAP Applauds DCWD's Water Security Efforts but Flags Cost Concerns

The Mindanao Alliance for Progress (MAP) has expressed approval for the Davao City Water District's (DCWD) renewed dedication to securing water supply through bulk purchases from Apo Agua Infrastructura Inc. However, the group issued a stark warning that unaddressed long-term expenses could jeopardize the initiative's viability.

Proactive Measures and Current Strengths

In a recent statement, MAP highlighted DCWD's proactive strategy, which has ensured the consistent delivery of 300 million liters per day for over two years. The alliance pointed out that Davao City is utilizing only 52 percent of its available water resources, totaling 728 million cubic meters, positioning it robustly even as the Department of Environment and Natural Resources alerts the nation to potential "water bankruptcy."

MAP also recognized DCWD's pledges to absorb increasing operational costs and implement contingency plans for challenges such as fuel shortages, mobility disruptions, and consumer payment issues.

Sustainability and Financial Risks

Despite these positive steps, MAP raised alarms about sustainability, emphasizing that bulk water procurement represents a significant expenditure. The group cautioned that ongoing reliance on this method, particularly amid escalating fuel prices, could strain financial resources over time.

MAP warned that DCWD's commitment to "absorb the cost as much as possible" might become unsustainable if fuel costs continue to rise, potentially limiting the ability to protect consumers from higher rates. Without diversification of energy sources, efficiency improvements, or clearer cost-recovery mechanisms, contingency plans could be compromised by costs outpacing revenues.

Calls for Transparency and Balanced Approaches

The alliance urged DCWD and Apo Agua Infrastructura to maintain transparency in pricing, infrastructure investments, and mitigation measures. "Reliable water is non-negotiable, and so is keeping it affordable for every Dabawenyo household and enterprise," MAP asserted.

In a prior press release, Apo Agua Infrastructura underscored DCWD's balanced approach, which integrates surface water from the Tamugan River with groundwater sources through the Davao City Bulk Water Supply Project (DCBWSP). This strategy enhances resilience against uncertainties and alleviates pressure on aquifers while ensuring a stable supply for the city.
