Pampanga, PRA Partner to Boost Retiree Services

The Philippine Retirement Authority (PRA) and the Provincial Government of Pampanga signed a Memorandum of Understanding on June 25, 2026, to strengthen support and integration for foreign retirees holding Special Resident Retiree's Visas (SRRV) in the province. The CARE Connect Partnership MOU was signed by PRA General Manager and CEO Roberto Z. Zozobrado and Governor Lilia “Nanay” Pineda, with former President and current Pampanga 2nd District Representative Gloria Macapagal-Arroyo witnessing the ceremony.

Key Objectives of the Partnership

The MOU aims to enhance programs, services, and opportunities for foreign retirees while fostering local development through investments. Key provisions include promoting Pampanga as a retirement destination, designating a focal person for the SRRV Care and Monitoring Program, facilitating coordination between retirees and local communities, expanding PRA-accredited Merchant Partners for discounts and special offers, and supporting retirees in health, wellness, social, and community activities.

Plans for a Premium Retirement Village

Both parties discussed plans to build a premium and the largest retirement village in the Philippines, which is expected to solidify Pampanga's position as the country's premier retirement destination. Governor Pineda stated that this partnership will significantly help provide employment opportunities for Kapampangans, according to a report by Daniel Ombina of Pampanga PIO.

Current Retiree Demographics

The PRA reported that approximately 2,700 foreign nationals currently reside in the province, including South Korean, American, Indian, and Chinese nationals. The agreement is expected to further attract retirees and boost local economic activity.
