The Land Transportation, Franchising, and Regulatory Board (LTFRB) 7 has issued a firm warning to all public utility vehicle (PUV) operators and drivers against implementing any unauthorized fare hikes, as oil prices surge due to ongoing tensions in the Middle East. This alert comes amid inspections conducted by LTFRB Regional Field Office personnel at a public utility jeepney terminal in Lapu-Lapu City on February 16, 2026, to ensure the roadworthiness of vehicles.
Official Statement and Legal Consequences
In an interview with SunStar Cebu on Wednesday, March 11, 2026, LTFRB 7 Director Abosamen Matuan emphasized that any PUVs imposing fare increases without approval are committing a violation of their franchise agreements. He clarified that fare adjustments must originate from the LTFRB agency itself, assuring passengers that no changes have been authorized yet. Commuters who experience overcharging are urged to report incidents directly to the LTFRB office.
Violators face severe penalties:
- First offense: A fine of P5,000
- Second offense: A fine of P10,000 and possible franchise suspension
- Third offense: A fine of P15,000 and revocation of the operator's franchise
Preparations for Potential Fare Adjustments
While the LTFRB 7 is preparing for a possible fare adjustment in response to economic pressures, no official directive has been released from the central office. Director Matuan stated that all orders must come from the central office, with regional branches implementing the final decisions. To support operators struggling with daily income losses from rising fuel costs, the central office has instructed regional directors to expedite the list of qualified beneficiaries for the fuel subsidy program.
In Region 7, there are 30,744 qualified beneficiaries for this program, including 26,833 in Cebu. Additional support measures include the service contracting program, with fare increases considered as a last resort. Under potential adjustments, for every P10 increase in fuel prices, fares would rise by P1.
This proactive stance aims to balance operator sustainability with passenger protection during challenging economic times.
