LTO 7 Takes Action Against Viral Motorcycle Stunt in Cebu

The Land Transportation Office in Central Visayas (LTO 7) has formally issued a show cause order targeting the registered owner of a motorcycle involved in a widely circulated stunt video. The footage, which went viral, captured reckless maneuvers along the Transcentral Highway in Cebu City, prompting immediate regulatory intervention.

Details of the Incident and Charges

The video depicted a rider engaging in hazardous stunts at Red Cliff, including mimicking a "Superman" pose and sitting improperly on the moving motorcycle. In a critical moment, the rider executed a sudden U-turn, resulting in a collision with another motorcycle behind him. This incident has led to charges under Republic Act 4136 for reckless driving, with authorities deeming the driver unfit to hold a license.

Vincent Francis Bien Santiago, acting chief of the LTO 7 Operations Division, signed the order on February 16, 2026. The registered owner has been identified as Kyle Econas of Consolacion, Cebu, though it remains unclear if he was the individual performing the stunts.

Immediate Consequences and Agency Response

In response to the severity of the offense, LTO 7 imposed a 90-day preventive suspension on the driver's license and placed the motorcycle, with plate number G953JZ, under alarm. Econas was directed to appear before the LTO 7 Operations Division and submit a written explanation by the afternoon of February 16 to justify why his license should not be suspended or revoked.

Failure to comply will result in the waiver of the respondent's right to be heard, with the case resolved based on available records. LTO 7 Officer-in-Charge Francisco "Franz" Ranches Jr. has strongly recommended the revocation of the driver's license, citing the rider's blatant disregard for safety.

Official Statements and Safety Warnings

In an advisory released on February 17, 2026, LTO 7 emphasized that the acts shown in the video endanger lives and property, demonstrating a disregard for expected driver behavior. The agency stated, "Driving is a privilege, not a right," and affirmed its commitment to proactive measures.

"We refuse to wait for a tragedy to occur before taking action. We will not allow reckless individuals to endanger innocent drivers or pedestrians. When safety is compromised by such negligence, the solution is clear: permanent revocation," LTO 7 declared in a statement. This firm stance underscores the agency's dedication to road safety and regulatory enforcement in the region.
