LTO 7 Enhances Cebu's Road Safety with Deployment of Alcohol Breath Analyzers
In a significant move to address the escalating number of road accidents involving intoxicated drivers, the Land Transportation Office 7 has officially handed over five units of Alcohol Breath Analyzers to the Cebu Provincial Government. This initiative aims to bolster enforcement efforts and promote safer roads across the province.
Memorandum of Agreement Signed to Strengthen Anti-Drunk Driving Laws
On Thursday, February 19, 2026, a Memorandum of Agreement was formally signed between LTO 7 and the Province of Cebu, in collaboration with the Cebu Provincial Police Office. The signing ceremony marked the launch of a strategic partnership designed to enhance the implementation of Republic Act No. 10586, commonly known as the Anti-Drunk and Drugged Driving Act of 2013.
The agreement was executed by LTO Chief Assistant Secretary Markus Lacanilao and Cebu Governor Hon. Pamela Baricuatro, witnessed by key officials including LTO 7 Officer-in-Charge Francisco "Franz" Ranches Jr. and PCOL. Abubakar U. Mangelen Jr., the Provincial Director of CPPO. Following the signing, LTO 7 officially transferred the five breathalyzer units to the CPPO for operational use.
Expanding Enforcement Capacity Through Local Collaboration
Under the terms of the MOA, the breathalyzer units will remain the property of LTO 7 but will be utilized by deputized members of the Philippine National Police stationed in various towns and cities throughout Cebu. This arrangement is a direct response to the recorded increase in violations of RA 10586 across the island, highlighting the need for enhanced enforcement capabilities.
Due to the vast geographical area of Cebu and the limited number of enforcement officers, LTO 7 recognized the necessity to augment its capacity by partnering with trained and deputized PNP personnel at the local level. This collaborative approach is expected to significantly improve road operations and deter drunk driving incidents.
Responsibilities and Legal Assurance in Breathalyzer Use
The MOA outlines specific responsibilities for both parties to ensure the effectiveness and legality of the breathalyzer program. LTO 7 is tasked with providing, maintaining, and periodically calibrating the Alcohol Breath Analyzers. This ensures the devices' reliability and legal accuracy, which is crucial for court proceedings and upholding justice in drunk driving cases.
In turn, the Cebu Provincial Government, through its PNP personnel, is obligated to actively use these instruments in their enforcement activities. This mutual commitment underscores a shared dedication to reducing road accidents and promoting public safety in the region.
