On February 23, 2026, LTO-7 personnel apprehended 21 motorcycles equipped with illegal modified mufflers, commonly known as bora-bora. The operation continued on February 24, with an additional 28 motorcycles impounded for the same violation, along with one vehicle caught without valid registration. This brought the total to 50 units seized over the two-day period, highlighting the scale of the crackdown.

Legal Basis and Nationwide Directive

The campaign is being conducted in compliance with Memorandum MVL-2026-025, signed by LTO Chief Assistant Secretary Markus V. Lacanilao. This memorandum mandates all regional offices nationwide to intensify enforcement against unauthorized muffler modifications. The operation is firmly grounded in existing laws, including:

  • Section 34 of Republic Act No. 4136 (Land Transportation and Traffic Code), which prohibits the alteration or removal of mufflers.
  • Section 5.2.7 of Department Order No. 2010-32, which explicitly bans any modifications to muffler systems.

Penalties and Warnings from LTO-7

Drivers found in violation face severe consequences, including a minimum fine of P5,000, vehicle impoundment, and mandatory replacement of the muffler with a standard exhaust system on-site. LTO-7 OIC Regional Director Francisco "Franz" P. Ranches Jr. issued a stern warning, stating, "No one is above the law, regardless of position or status — our priority is public safety, and we will continue these operations to ensure that all motorists comply with existing regulations."

The agency has also cautioned the public against false information circulating on social media. Certain vloggers and online groups have been spreading misleading details about muffler regulations.
