LTO 7's Friendly Flag Down Program Distributes Over 1,000 Vehicle Plates in Central Visayas

The Land Transportation Office in Central Visayas (LTO 7) has successfully released a total of 1,077 motor vehicle plates following the launch of its innovative Friendly Flag Down program on Tuesday, April 14, 2026. This proactive initiative is designed to strengthen the enforcement of registration laws while providing fast and accessible roadside services to motorists across the region.

Daily Operations and Service Goals

The flag down operations are conducted daily during peak hours, from 6 a.m. to 8 a.m. and 5 p.m. to 7 p.m., targeting vehicles and motorcycles with temporary plates. LTO 7 Director Wendel Dinglasan emphasized that the program goes beyond mere enforcement, aiming to bring government services closer to the people. We are here to help motorists secure their plates in the most efficient and convenient way possible, Dinglasan stated, highlighting the service-oriented nature of the campaign.

Breakdown of Plate Distribution

Of the 1,077 plates released, the majority—1,000—were distributed in Cebu, with an additional 77 in Bohol. The program specifically focuses on vehicles found without plate numbers, addressing a backlog of unclaimed license plates that has been a persistent issue in the area. On the first day of implementation, motorists were assisted by LTO 7 personnel in verifying their plate status by presenting their Motor Vehicle Official Receipt and Certificate of Registration, allowing authorities to check availability and release records promptly.

Program Mechanics and Impact

Under the Friendly Flag Down program, authorities flag down vehicles with temporary plates and inform owners whether their permanent plates are already available. This approach not only enhances compliance with registration laws but also streamlines the process for motorists, reducing wait times and improving overall efficiency. The initiative represents a significant step forward in LTO 7's efforts to modernize and humanize its services, making them more responsive to the needs of the community in Central Visayas.
