Uzbek National Fatally Struck in Badian Hit-and-Run Incident
A foreign national lost his life after the motorcycle he was riding was struck and subsequently run over by a Ceres bus along the National Highway in Barangay Malhiao, Badian, Cebu, on the evening of Holy Wednesday, April 1, 2026.
Victim Identified as Uzbek Resident
The victim has been identified as Bakhrom Uchkunovich Khamitov, a 30-year-old Uzbek national who was currently residing in Sityo Sayor, Barangay Poblacion, Moalboal. According to an investigation conducted by the Badian Municipal Police Station, Khamitov was traveling on his Honda XRM motorcycle from Moalboal toward Poblacion, Badian, at approximately 10:35 p.m. when the tragic accident occurred.
Details of the Accident and Driver's Flight
Witnesses reported that the Ceres bus, which was en route to Alegria, unexpectedly collided with the victim's motorcycle. Following the initial impact, the bus then ran over Khamitov, causing severe injuries and a fatal skull fracture. Instead of stopping to render assistance, the bus driver, identified as Ramel Gutang Omaya, a 49-year-old resident of Santander, hastily fled the scene and continued driving toward Alegria.
Police Pursuit and Arrest
In response to the hit-and-run, the Badian police immediately launched a hot pursuit operation. They successfully intercepted Omaya in Alegria, where he was apprehended. Meanwhile, personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) attempted to transport the victim to Badian District Hospital for emergency care. However, Dr. Maria Angela Lariz Llames declared Khamitov dead on arrival upon examination.
Legal Charges Filed
Omaya is currently detained at the Badian Police Station and is facing formal charges of Reckless Imprudence Resulting in Homicide. Authorities are preparing the necessary legal documents to proceed with the case, emphasizing the seriousness of the incident and the consequences of negligent driving.
