NAPOLCOM Commissioner Takes Legal Action Against Vlogger Over Alleged Exploitation

In a significant legal move, National Police Commission (NAPOLCOM) Commissioner Rafael Vicente R. Calinisan has formally filed charges of Unjust Vexation and Cyber Libel under Republic Act No. 1075 against vlogger Norman Mangusin. The case was submitted at the Quezon City Hall on Tuesday, March 3, 2026, marking a decisive step in addressing online misconduct.

Personal Capacity and Broader Justice Efforts

Commissioner Calinisan clarified that this legal action was initiated in his personal capacity as a responsible public official and Filipino citizen. He emphasized that the filing is part of a broader effort to uphold justice and prevent further victimization, rather than a personal grievance. "Do not underestimate this step. This is not just a simple matter of unjust vexation. It is a fight for OFWs and ordinary Filipinos who were deceived and lost their hard-earned money," Calinisan stated.

Support from Land Transportation Office Chief

Assistant Secretary Markus V. Lacanilao, Chief of the Land Transportation Office - Philippines (LTO), joined Commissioner Calinisan during the filing to show solidarity. Lacanilao even expressed his intention to file a separate complaint, highlighting the collaborative stance among public officials in combating online exploitation.

Defending Public Institutions and Seeking Accountability

The NAPOLCOM official stressed that the case aims to defend public institutions from malicious attacks disguised as online clout. "We do not need his 'forgiveness.' What the public needs is justice. There must be a clear admission, genuine repentance, and full compensation for every victim," Calinisan added. He urged the vlogger to expose all victims and personally apologize to them, asserting that legal actions will continue until accountability is achieved.

First of Many Legal Actions

Calinisan described this filing as "the first of many legal actions necessary to ensure that abuse of influence, online harassment, and exploitation of ordinary citizens do not go unchecked." This statement underscores a proactive approach to safeguarding citizens from digital harm and maintaining the integrity of public discourse.
