The Cebu Provincial Board (PB) has moved a significant step closer to launching a comprehensive digital transformation for the province. Lawmakers have approved on second reading a proposed ordinance that establishes a province-wide digital services framework.
Core Components of the Digital Framework
The measure, authored by PB Member Malcolm Sanchez, aims to streamline government transactions, strengthen data protection protocols, and improve the overall delivery of public services. SunStar Cebu obtained a copy of the proposed ordinance on December 15, 2025 from Sanchez's office.
At the heart of the framework is the designation of the Cebu Provincial Information and Communications Technology Council (PICTC) as the primary policy-making and oversight body for the province's digital agenda. The PICTC, which was previously created by an executive order, will now have its role solidified by law.
Technical Working Committee and Implementation Plan
To ensure a structured rollout, the ordinance mandates the creation of a Technical Working Committee on Digital Services (TWC-DS). This committee will be responsible for the initial planning, pilot implementation, and coordination of digital service reforms across all provincial offices.
The TWC-DS will be composed of five members appointed by the governor from relevant provincial departments. A sixth member will be the provincial data protection officer, highlighting the focus on cybersecurity. The committee is directed to submit quarterly progress reports to the PICT Office, the governor, and the Sangguniang Panlalawigan.
The committee has a sunset provision and will be dissolved within three years, once its responsibilities are transferred to a permanent lead implementing office, unless extended by a new ordinance.
Funding, Training, and Penalties
An initial budget of P5 million has been earmarked for the ordinance's implementation, to be sourced from available Provincial Government funds. The measure also authorizes the provincial government to conduct regular capacity-building and training programs for employees to ensure the effective adoption of new digital systems.
The proposed law includes penalties for provincial officials or employees who deliberately delay or circumvent its implementation. It also outlines sanctions for individuals or entities that misuse government systems, commit fraud, violate data privacy protocols, or illegally access computer data.
Once enacted, the ordinance will take effect 15 days after its publication in a newspaper of general circulation within the Province of Cebu and after being posted in at least three public places, including the official provincial website.
