Cebu Vice Governor Glenn Anthony Soco has publicly guaranteed the impartiality and independence of the 17th Sangguniang Panlalawigan (SP), emphasizing that its decisions, particularly on provincial ordinances, will not be swayed by any political party.

Integrity in Budget Deliberations Emphasized

Soco made this declaration during the regular session of the provincial board on Monday, December 22, 2025. He highlighted the integrity upheld by the board in its service, specifically during the critical process of budget deliberations. This statement comes after recent weeks revealed recommendations to slash the budgets of various provincial departments.

"In particular, this Board is not opposed to any proposals whose objective is to improve the delivery of public services. In fact, we support and continue to advance legislative measures that strengthen service delivery across the province," Soco stated.

He further defended the board's processes, noting that the findings and recommendations from its committees result from "careful study, thorough deliberation and a conscientious application of our legal mandate."

Public Reaction to P11.9 Billion Fund Slash

The context of Soco's remarks involves a significant budget controversy. Board Member Celestino "Tining" Martinez III, chairman of the Committee on Budget and Appropriations, along with the provincial board, has faced varied public reactions. This stems from the committee's recommendation to slash a proposed P11.9 billion from the 2026 budget.

The issue escalated on social media following posts by Governor Pamela Baricuatro in recent days. The governor expressed her dismay over the budget cuts, specifically mentioning the removal of funds for the Cebu People's Action Center.

Clearing the Air Between Branches

In response to the growing tension, Martinez reported that a conversation with the governor took place on the morning of December 22 to clarify the heated discussion.

"We want to clear the air between the executive and the legislative. That we have our jobs doesn't necessarily mean that we are against each other. We are just performing our duties, especially on the budget where there are proposals, and at the end of our conversation is the best outcome for the province and I hope the executive will understand that...," Martinez added.

This dialogue marks an effort to reconcile differing perspectives on the province's fiscal planning, with both branches asserting their commitment to Cebu's welfare while performing their distinct constitutional roles.
