The Department of Agriculture (DA) has stepped forward to address public concern over a viral video from Ilocos Norte, clarifying that an issue with seemingly defective fertilizer was due to incorrect use by a farmer, not a problem with the government-procured product's quality.
Investigation Uncovers Root of the Problem
This official clarification was released after the DA Regional Field Office for the Ilocos Region conducted a thorough validation and monitoring activity from December 21 to 22, 2025. The probe was launched to investigate online complaints regarding the integrity of fertilizers distributed under government programs.
In its statement, the DA sought to reassure farmers and the public about the quality of its agricultural inputs. The investigation centered on a video from Marcos, Ilocos Norte, which showed fertilizer granules that appeared insoluble and were floating or resting on the soil surface.
Improper Method Combined with Weather
The agency identified the specific product as DANAT Complete Fertilizer (14-14-14), which was procured and distributed through the local government unit. Officials explained that this type of fertilizer is designed for basal application, meaning it should be incorporated into the soil at the beginning of the planting cycle.
However, the investigation found that the farmer involved had used it as a side-dress application, which involves placing fertilizer beside growing plants. This improper method—combined with windy conditions during application—caused the granules to remain on the soil surface and be displaced, creating the misleading visual that the product was insoluble or faulty.
Farmer Educated, Quality Assurance Reiterated
Following the discovery, DA personnel immediately briefed the concerned farmer on the correct application process for DANAT Complete Fertilizer to prevent a repeat of the incident. The farmer expressed gratitude for the agency's prompt response and assistance. In a positive turn, the farmer even created a vlog to explain the proper use of the fertilizer, helping to spread correct information to others.
The DA–Ilocos Region took the opportunity to reiterate its strict quality control protocols. The agency emphasized that all fertilizers it distributes undergo a rigorous process that includes:
- Initial quality testing
- Re-testing for verification
- Strict quality control procedures in DA laboratories
- Additional checks in facilities accredited by the Fertilizer and Pesticide Authority (FPA)
