Cebu BRT Operations Continue Amid Heritage Review

The Cebu Bus Rapid Transit (CBRT) project will maintain its operational activities as the Provincial Government of Cebu awaits a formal response from the National Historical Commission (NHCP) regarding the construction of bus stations along Osmeña Boulevard. This development comes amid ongoing discussions about preserving the historical integrity of the Capitol building, a designated heritage site.

Heritage Concerns and Design Adjustments

In 2024, the Department of Transportation (DOTr) initially sought clearance from the NHCP for the construction of the Capitol station as part of the CBRT initiative. Following a review, the NHCP recommended relocating the station from the center of Osmeña Boulevard to the side to safeguard the heritage value and visual integrity of the Capitol building.

However, the DOTr appealed this recommendation by proposing modifications to the station's design, including reductions in its height and width. These adjustments aim to address operational efficiency concerns while minimizing the impact on the historical landmark.

Financial and Operational Implications

Key considerations in this debate include the project's operational efficiency and potential financial risks. Officials have highlighted the possibility that the World Bank might withdraw funding if further delays occur, underscoring the urgency of resolving the design issues promptly.

NHCP's Openness to Reconsideration

During a meeting of NHCP commissioners on January 28, 2026, the board expressed willingness to reconsider the Capitol station's location. They emphasized ensuring that any changes do not obstruct the national historical landmark, reflecting a commitment to balancing infrastructure development with heritage preservation.

In response, the NHCP sent a letter to Governor Pamela Baricuatro on February 10, 2026, requesting the official position of the Province of Cebu on the matter. This step aims to gather local input before making final decisions.

Provincial Government's Deliberative Process

Governor Baricuatro clarified that the provincial government comprises both executive and legislative branches. Therefore, it is essential to seek the opinion of the Sangguniang Panlalawigan (Provincial Council) before establishing policies or a collective position that could affect heritage preservation, infrastructure development, and the welfare of Cebu residents.

In a letter dated February 13, 2026, addressed to the 17th Sangguniang Panlalawigan, Baricuatro stated, "Your official position on this concern will serve as a strong foundation for the Provincial Government in making informed, comprehensive, balanced, and inclusive decisions." This approach highlights the importance of collaborative decision-making in addressing complex issues involving cultural heritage and public infrastructure.

As the review process continues, stakeholders remain focused on finding a solution that respects Cebu's historical legacy while advancing the CBRT project to enhance transportation efficiency for the community.
