The Cebu Provincial Tourism Office (PTO) has launched a strategic initiative to enhance the travel experience for visitors by identifying 10 initial sites for designated toilet stops across Cebu Province. This province-wide mapping effort, directed by Governor Pamela Baricuatro, aims to ensure that tourists have access to clean, dependable, and accessible restroom facilities while journeying through the region.

The 10 identified locations span key areas including Sibonga, Argao, Oslob, Aloguinsan, Barili, City of Naga, Cebu City, Toledo City, Balamban, and Carcar City. Most of these sites are strategically positioned at gasoline stations along national highways, offering the advantage of 24-hour operation, which makes them highly accessible to land travelers. This selection prioritizes convenience and reliability for tourists exploring the province.
Improvements and Funding
Out of the 10 sites, seven require minor upgrades such as repairs and the provision of basic supplies. Funding for these improvements will be sourced from the Office of the Governor, ensuring that the necessary resources are allocated promptly to enhance facility standards.
Public-Private Partnership Model
The program will be implemented through a collaborative public-private partnership. The Provincial Government, leveraging the expertise of the Provincial Engineering Office and the Provincial General Services Office, will undertake initial refurbishments and minor repairs. Meanwhile, partner establishments will be responsible for the ongoing maintenance of the facilities.
Once upgraded, these toilet stops will be officially recognized as provincial facilities and included in a directory or simple map for tourists traveling from Cebu City to southern towns. The province will monitor compliance with standards, while establishments handle daily upkeep. Notably, not all facilities will impose usage fees, making them more accessible to a wider range of travelers.
Integration with Broader Initiatives
This initiative is distinct from the Tourist Rest Areas managed by the Department of Tourism. It complements the Province's Capitol-funded rest areas branded as "Hapitanan sa Sugbo," with the first site already operational. The goal is to create a comprehensive network of restroom facilities that support tourism infrastructure across Cebu.
Timeline and Broader Context
The Province aims to complete the initial improvements by March, strategically timed ahead of the summer travel season and scheduled ASEAN-related meetings in Cebu in May. This proactive approach ensures that facilities are ready to accommodate increased tourist traffic during peak periods.
